4690k - extracting zip files takes forever. turboboost?

I have a new PC setup with an Asus Z97-A motherboard and 4690k CPU at default settings.

Whenever I extract a file (video file for example) that is split into multiple zip or rar files, it takes a very long time to extract everything. Infact, it probably takes 2-3 times longer than my old 2.6GHz CPU.

I noticed in CPU-Z that my CPU clock is at 800MHz when I extract files, but when I browse around chrome or play games it jumps anywhere up to 2800MHz.

Is there a way to get it to run at a faster clock when extracting files without turning off turboboost? Or should I just turn it off?
 
Something isn't right if it's only going up to 2.8ghz and staying at 800mhz while unzipping. File extraction is storage drive dependent like Gingerbread suggested, it has to read the compressed file and expand/write the extracted files back to the drive. My guess is the same drive which causes a bottleneck to some degree.

Even at stock the 4690k should be hitting 3.7ghz and disabling turbo boost would make it run slower, not faster.

Have any bios settings been changed?

You can't really compare CPU clock speeds from two different chips like you compare apples to apples.

Try using a software to unpark your cores, which will set the idle cores to full speed, and see if that makes the extraction any faster.

And how long exactly does it take to extract? How large is the file?

It takes a long long time.

For a 2GB file split into about 20 winrar files, it takes a good 1.5-2 minutes.
On my old 2.6GHz CPU (same HDD) it took about 20 secs.

I have a Samsung 840 Pro EVO SSD and a WD Blue WD10EZEX 7200 HDD.

Mostly default bios settings, only things I changed were the fan profile and RAM timing to match my sticks! Everything else runs flawlessly.

Ok wait wow.

It took 1 minute to extract a 1 GB file on my HDD.
It took less than 4 seconds on my SSD.

Does that mean my HDD is done? It never used to be that slow, only since I formatted my SSD for a new windows install for my new mobo/cpu (i didnt format the HDD as all my videos etc are on there, secondary drive).

Mechanical hard drives do degrade when you write enough data to it.

1 minute does not sound like a slow extract for a mechanical hard drive so I doubt that it is done.

Do you have your HDD connected to your SATA III port? Sometimes it is easy to plug it into the wrong SATA port.

I don't think my motherboard has any SATA III ports, just a SATA-Express (if thats the same thing?).
Looking at the config and my manual, it is just plugged into an ordinary SATA 6.0 Gbs port!

SATA III = SATA 6.0Gb/s
SATA II = SATA 3.0Gb/s

Your board has both of those ports. Make sure the HDD is plugged into the 6Gb/s one, not the 3GB/s one.
