The ASUS M5A99FX PRO R2.0 is generally considered the best. I'm using the Asrock 990FX Extreme6 with my FX-8350 @ 4.7 GHz. But moving from the FX-8350 to the FX-9370 is a bit of a sideways move. It is already at just about its peak speed. There won't be much OC'ing you'll be able to do. You can probably get your FX-8350 to that speed or more with a good board and cooler.
How about Asrock 990FX Extreme9, it has the highest power phase 12+2 amongst the mentioned motherboards?

However now that I look a bit deeper, I don't see the FX-9570 on the CPU support list. Although I suspect it would work. Maybe its wattage was over the limit for that board: https://www.asus.com/us/Motherboards/M5A99FX_PRO_R20/HelpDesk_CPU/
But like you, I like the high phase power...
And the 220W FX-9590 is officially supported on the Extreme9:

Reconsidering, that would probably be my choice for best board for that CPU.
