First you have to decide if it's possible in your budget and that will depend on the games you want to play. Look at the games' sites and get their recommended hardware list and price it on the net.

Another great resource is the Tom's System Builder Marathon articles which are listed on the Tom's home page. You'll get some good info in those articles. Don't let the prices listed in the articles scare you away from a particular build. If you see something you like check the current prices to see if they will fit your budget. The prices can vary quite a bit from day to day. Fifteen dollars here and ten dollars there adds up quickly so current prices may allow it to fit your budget.

If you are still over budget go back a quarter or two...

If you are still over budget go back a quarter or two and get current prices on their higher end builds. The prices will have most likely come down since they were listed back then.

I usually order from one vendor like Newegg to keep the shipping costs down. While you're there check their package deals. That may help it to fit your budget also. You can sometimes get very good deals on mobo+CPU+RAM packages.

https://pcpartpicker.com/ has some build guides also.

On my current build I am able to run GTA V, And many other triple A titles at high/ultra at 60fps or higher playing at 1080P.
Personally i would for your price point. suggest.

CPU: Intel i5-4460
GPU: MSI Geforce GTX 970 4GB
HDD: Western Digital Caviar Blue 1TB Hard Drive
SSD: (Optional) Crucial BX100 250GB SSD
RAM: (4x4) 16GB Crucial Ballistix Sport. (If lower cost is needed you can run just fine with a 2x4 setup)
Power Supply: Sentey MBP750-HM 750W Semi-Modular Power Supply (Sentey is not entirely well known but it powers this PC in my build just fine)
Mobo: Asus B85M-R 2.0 (Compatible with LGA 1150 and up to 1600mhz DDR3 RAM)
Case: Corsair 100R Carbide Series compatible with Micro ATX mobo's

All of this is what is in my build. I have the optional things I listed and i Run everything absolutely fine.

You also need to look at the OS you intend to use. If thats Windows you will have to tack on some extra money.

Also if you do not have an Ethernet Connection you should invest in a USB Wifi Adapter

This is slightly over your budget but its 980 TI so top tier GPU nothing gets better and since you only want to game not video edit or render the i5 4690k is perfect for you.
