I feel like my GPU isnt running at its full potential/Best

Well i've been thinking my GPU doesnt run at its best i have been watching videos with people testing games i play on my card i seem to get lower fps on some. I'm guessing they overclocked it buy i'm not sure i have been thinking its my power supply, it came with my Case it has no brand name just says Switching Power Supply 500watt it was pretty cheap with the case. I have heard that cheap power supplies are not that good and doesnt how much watts it says it has, i know only a CPU can bottleneck the GPU but i dont think mine would. This is a PC i have built my first build and it starts normally, the specs are:
MSI H61M-P31/W8 Board
Intel i3 3250 3.5ghz Processor
4GB Ram
Toshiba 1TB HDD
XFX R7 240 2gb DDR3

PSU's that generally come with a case, are almost certainly low quality.
These PSU's are notoriously terrible.
It is always best to purchase your own PSU, that way you're less likely to actually destroy your system.
I recommend you get a new/better PSU immediately.
Never put any trust in PSU's that are supplied with the case.

Every PC is inherently unique, and therefor will occasionally perform better or worse than a system of the same grade. I've recently experienced a wave of jealousy after watching someone play a certain game with a card worse than mine with more FPS.

You didn't mention how much ram you had, but the other parts in your system shouldn't bottleneck your card. If you were to upgrade your CPU, I'd recommend looking for a Quad Core, as you'll see a drastic performance increase in games.

Unfortunately, I doubt it is your graphics card, or any other component in your system causing a difference in performance. Sometimes people get lucky, and their card performs better.

Also on MSI Afterburner it sets at 600mhz coreclock and can go to 700mhz max if i try to overclocked but my card is suppose to be at 730mhz, is this because of insufficient power?

Sometimes your games will flat out crash, or you PC will shutdown (source). I know that a GPU can down clock (source), but the way I understand it, that will only happen once your graphics card is trying to draw more power than is available, not when you're checking in MSI Afterburner.

Can you tell me the name and brand of the PSU you're currently using?

Yea i said that it was a PSU that came with the Case and it was cheap it has no brand name just says Switching Power Supply 500watt, people say these power supplies are terrible, i'm saving for a new one

My bad, I must have forgotten. If it is indeed a PSU that came with the case, it could be unreliable, and perhaps be causing the issues. Buying a better PSU will never be a bad choice, even if it doesn't solve your problem.

If you'd like a recommendation, let me know.
