New system not booting into BIOS

Building a new system for my dad and I have ran into a snag.

When I first put the computer together I started it up and nothing happened. Fans spin, HDD spins but the monitor doesn't show anything and just goes into power saving mode. Since the BIOS didn't come up I assumed it was a bad mobo, so I RMA'd the board and received it back saying they tested it with multiple set ups and it was working. Put it back together and still nothing happens. I tried an old system in the new case and it worked so the power supply is not the problem. I have tried the system using a VGA monitor along with HDMI to a TV, both using onboard video.

RAM and CPU are not compatible with any other system that I have so I can't test either one of those separately. I'm at a complete loss as to what is going on with the system.

CPU: AMD Athlon X4 860K Kaveri Quad-Core 3.7 GHz Socket FM2+
PSU: Rosewill ARC-M550, ARC Series 550W
 
Solution
Because they test the MB, and it is fine. So try the Bench it with cpu+cooler+one stick RAM+onboard iGPU, if the PC does nothing, the CPU maybe DOA. May try local PC shop to test the CPU, or RMA the CPU.
