Gpu slow speeds, or cpu maybe?

Here are my specs:
GPU:GTX950
CPU:I5
RAM:8GB
MOBO:Asus a7m-e
Storage: 250GB

So I just got done building my pc, and I wanted to play unturned. I turned the hd settings on ultra and i was having so much lag. I had to restart my computer. I have the latest drivers. This pc should be able to run BF4 at 60fps and Im getting about 1-5 fps on unturned? Is there any obvious reason for my slow speeds?

Yea i had something called MSI afterburner, I opened it up and it says Core voltaage and there is a little bar and its on minimum, i cant change it.

That's just fine, It just means that overclocking it won't bear much results but it's nothing to worry about.

Open up afterburner and then run your game, Once the game world is loaded (Which is usually the most resource intensive) see if the GPU underclocks below its specified speed.

Ok so I loaded the game, (Sorry I already erased afterburner) And I had the case open, I realized that the fan wasn't even going (The one on my GPU). So I think it might have to do with the GPU not pulling out enough power. Or maybe a setting makes it not run at full speed?

Edit: After I erased Afterburner it ran unturned ran alot better almost no lag. Then i ran TF2 and it doesnt run very well. I still feel like my GPU isnt going at full speed.
