Random Cpu Spikes Please Help

My cpu is Intel Core i5 4690K, even when idle my cpu goes from 2.50ghz to 3.80ghz or over. Random Cpu spikes.

Thats a reading of my cpu
It says maximum is 3.50ghz but clearly goes over 3.50ghz and is just complete random.

I need help as this might be the reason why my computer keeps turning off when ever i put on a game. Computer turns off immediately or in a couple of minutes whenever i put on anything intensive or demanding such as a game. But when browsing or surfing this does not happen.
A replay would be appreciated .

Your cpu can turbo boost 3.9ghz so its not operating beyond its limit.Is those pics of your cpu when its idling?If it is then 20% when idle on a 4690k is a lot, you might have some junk on your computer that need to be cleaned up
Do games crash as soon as you start them up or do they crash when you start playing?
 
I'd agree. Idle can be misunderstood, just because someone isn't actively opening programs, working in programs or typing doesn't mean the system itself is idling. The 20-21% cpu activity confirms that it's not idle, idle is more like 0-2%. It's difficult to get a cpu down to 0% and to stay there, between the os, antivirus etc there's always a number of minor things going on in the background which is why idle can be more like 1, 2 or 3%.

A look at task manager should tell what application is using the cpu. As others mentioned turbo boost was working normal and cpu speed can fluctuate pretty rapidly based on the load placed on it.

The game doesn't crash the computer crashes and just restarts and the sequence happens over and over i'm so annoyed by this was about to chuck my computer of the window the other day.
Iv'e turned off intel turbo boost technology in hope that wouldn't use so much power from the CPU which unfortunately didn't work but is still off.
Im pretty certain my computer is pretty clean, iv'e had my computer for a year and a half.
 
It could be a video driver issue or possibly a power supply issue. When gaming the whole system is under load and drawing max power, if the psu can't keep up for whatever reason it may very well just power down. Usually a gpu driver or ram issue will result in a bsod, not just a complete shutdown.

Are you using a power strip or surge protector of any kind? If so and if possible, try plugging the monitor and pc tower directly to the wall and see if it still happens. If not then you probably have a faulty power strip/surge protector. If it still happens you've ruled the power strip out as being the issue and more than likely the power supply itself.

That doesn't explain the higher cpu usage around 20% or so when you think it should be idling but the shutting off during gaming sounds like a separate issue. The pc should be able to run 100% cpu/gpu usage without shutting down.

Hence why i showed you the picture off what happens within in my pc. The pictures shown was in an environment that only the browser chrome was open with nothing but tomshardware website open within it. I dont about that 20-21% cpu activity as it fluctuates to over 90% which i dont think is normal, its complete random mess. I'd like to think it only uses 20-21%.
Also with my computer turning off, i can only think that its got to with my psu not giving out enough power even though theres more than enough or either a new cpu cooler or thermal paste re-adding. My pc unforantely goes off only on demanding things such as games. If there's anything you want to know i'd love to answer as I've had this problem the minute i built this shitty computer it just got worst. I've already bashed myself in for not returning the pc back for a fix from the time i wrecked it. As it could've been fixed since warranty was there. Ugh
