Hello I need CPU cooler for i5-4460, to be quiet and cool on load,
MoBo is: asrock fatal1ty H97 performance
RAM: Corsair Vengeance Pro. - 2 modules

Since I am in assembling process, i wont use stock cooler and would like to get one. So, which one is best suitable to have clearance with RAM, and keep cpu cool and give silence?

PC case: phanteks evolv atx

Ah OK. Yes, people have different experiences with noise from coolers. It all depends on where people put their PC, how far away it is from them, etc.

I would just try the stock cooler first, and then if it's too loud then you can change it.

The cooler for my 4590 is very quiet, so I won't be buying an aftermarket cooler.

What exactly is the reason for you not wanting to use the stock cooler?

The 4460 firstly, is locked, so you won't be OCing it.

Also, it runs very nicely, not a hot CPU whatsoever.

I personally have a 4590 with just the stock cooler (bearing in mind, the 4590 is slightly more powerful than the 4460, which means that it runs slightly warmer), and I get idle temps of 35c, and under load it goes up to around 40/50c. And it runs incredibly quietly too.

I don't understand why you want an aftermarket cooler for a very "cold" CPU.
