With you exact system specs i could tell you what you would be able to run a lot better I can only make assumptions Considering that the First Pentium dual core was released around 2007. E.G. Your CPU model, Ram and GPU if you have one

The GPU is also a big factor if you are not using a GPU then this make running games a lot harder to run. You should be able to run older games, Counter Strike original, and Half Life 1. Basically any game that was released 10 years ago if you do not have a GPU.
In short: yes, usually you can. Though your performance might not be very good, especially (newer) online games usually require multiple cores to perform well.
A Pentium dual core of current generation perform better then their older core 2 duo counterparts (core 2 duo are older CPU's, released about 10 years ago).
