Minecraft stuck at 30-35 fps no matter what?

I recently got a laptop with the following specs: intel i5 5200u @ 2.2-2.7gHz, 8gb DDR3l ram, and Nvidia GT 940m w/ 4gb vram. This is running at both 1080p and 900p, so I don't get whats happening. I've set minecraft to run off of the Nvidia gpu instead of integrated, and if anything that decreased FPS. I can run it with all settings high, or everything at lowest and the marker doesn't change. Is the hardware just throttling itself, or can I change this? (This is also with both Optifine installed and running Vanilla.)

Is V-Sync on? If so, that could be lowering your fps significantly. I have an i5, 16gb of ram, and Nvidia gt 950m. I run at 200fps. You should definitely get 100 fps at least once v sync is off. Try that first!
