Whine Coil when playing certain games, restart on fallout 4

With my new GTX 970 I've been getting some coil whine in some of my games, it gets pretty heavy in fallout 4 and along with that it restarts the computer.

Fallout 4 restarts the computer, I know the coil whine is not responsible for that, but could it be a PSU issue? Maybe I should get a Cool Master?

Most of this stuff is pretty much brand new.

GPU: Zotac GTX 970

Processor: ADM FX 8350

PSU: Apevia ATX-AQ700

RAM: 8GB

I'm confident its the GPU because it instantly stops when I go through menu or loads but starts up again when I begin progressing.

Coil whine advice: Exchange the graphics card. Personally I would try a different brand, just in case the vendor has a bad lot of Zotac GTX 970's. If new, I'd go for either the: MSI GTX 970 Gaming 4G, or EVGA GTX 970 SSC or FTW cards. If EVGA b-stock (factory refurbished) is acceptable to you then I recommend that you check out the site: http://www.evga.com/Products/ProductList.aspx?type=8&family=GeForce+900+Series+Family&chipset=GTX+970

Avoid IMMEDIATELY. These units are highly unsafe to use. No such protections added, very thin gauge wiring used, false advertising and too much to list. Reference to a higher tiered unit for a better, money saving and a much safer unit. For your safety's sake, please don't order or pick one up for use in your system. Thanks SO much man, very clear on point solutions, I will immediately take, also would the Cooler Master V650 be okay instead? A bit more but I have an amazon giftcard I can use to eat most of the price.

If coil whine stays heavy all the time you are in game and you can replace the card, do so, if it doesn't stay all the time, it usually won't mess up anything, it's not any manufacturing defect, but i wouldn't keep it if it is heavy all the time.

Shutdowns are because of Apevia PSU , i'd go with the G2 650w as suggested above.Very good quality PSU.
 
FYI: Both the EVGA and Cool Master PSUs are listed on Amazon and are prime eligible. Even though they are both tier 1, I admit to having a preference for the EVGA model. But either choice is fine. If you have cash left over on your gift card, consider also throwing the CPU cooler in your Amazon cart as well.
