Are these temps and overclock safe for my 6600k?

max temp (using prime95 maximum heat test): 78 Celsius
temp otherwise: 19 celsius

The overclock is to 4.6GHz, no change to Vcore or anything else. Just went into the MSI Bios and changed the multiplier to 46.

Should I tone down the overclock, or am I fine?

Also, when running prime95, task manager says my CPU is running at 6GHz (shown in imgur link) http://imgur.com/fcqDYGs

Try the steps in between first -- 1.325v then 1.35v, or 1.31v then 1.32v, etc., depending on your mainboard's BIOS. You want the voltage to be as low as possible while staying stable.
When you say "no change to Vcore" do you mean you have it on Auto? Because that means the mainboard decides the Vcore for you, and has increased it already. You don't want it doing that. My 6600K can do 4.6GHz on 1.3v, so set it it manually to that voltage and see if it's stable. If you use 360 (120x3) liquid cooling for the CPU, then the recommended voltage limit is 1.45v, but the limit goes down to 1.42v on typical 240 (120x2) AIO liquid cooling and 1.35v on (good) air cooling.

I would say if the CPU can survive Prime95 v28.7 (newest version) Small FFT test for one hour with no errors or reboots or anything, then it's "Prime95 stable". After that I would stress it with something like ASUS RealBench or AIDA64 for at least five hours for full-system testing. If it survives that, then test it with the games and programs you usually run. If it survives all of that, then you can officially call it stable.

[strike]But, yes 78 degrees Celsius is a bit alarming. Might consider more fans or placing a side intake fan providing fresh air directly over the CPU cooler. or a new/better cpu cooler.[/strike]
 

78°C is fine for Prime95 Small FFT test. Prime95 puts much more stress on CPUs than most will ever see in their day-to-day lives. With a Prime95 temp like that, games most likely will make it peak at 65°C or so. That's definitely an acceptable temp.

Hey, so I just checked and it was on auto. I changed it to 1.3 and it lead to a blue screen. Is there any huge problem running the Vcore at 1.37 (what it's set to at auto)?

Ok, I'll try that when I fix my boot problem (basically if I shut down a lot of the time the power button does nothing, i have to unplug for like 5 minutes and then replug to even turn the damn thing on which makes trial and error stuff like this a nightmare)

Ok, I fixed the other problem, and I just set my Vcore to 1.3v at the start and it's really stable on games, Prime95 and all the rest.
