optiplex690 psu/gpu help!

alright so here is the dealio. i bought an optiplex 960(full tower) used with a intel q9400 cpu 6gb ddr2 ram dells stock psu and dells stock motherboard and a 200gb hdd. i put my own 300gb hdd in it aswell and put an asus radeon hd 6450 low profile card in it. i am looking to upgrade the graphics card but the stock psu does not have a 6 pin connector or any molex if i am correct. i bought a thermaltake 430w power supply used aswell. i plugged everything in correctly and when i plug in the tower once everything is plugged in(usbs keyboard mouse etc) (once the chord goes into the psu) i get a high pitch steady ring that wont stop untill i unplug it.the motherboard light was also on and once i unplugged it the light slowly dimmed and the noise would slowly dissapear almpost like the noise of a fan slowing down. i plugged the old stock psu back in and everything started up just fine. the psu that i bought used had apparently been tested and benchmarked and was good and is from a reputable dealer. i called him and he said on the motherboard there is a voltage or wattage limit( i cant remember which) that dell puts stock in the motherboard so it doesnt fry and that i might aswell either changes every part (motherboard, processor, ram, ) so i can achieve the upgrades aforementioned. is this true? is there any power supply i can upgrade to that will have a 6-pin connector or 2 molex?

don't get a gt 740, you can find a gtx 750 ti for that same price that doesnt need the 6-pin, and you can just use the stock psu. I did this exact thing to my optiplex 960.

oh and one more thing, you might not be able to fit a dual slot card in the optiplex 960 because of the way the pci slot is positioned. i found a good deal on a little msi 750 ti for mine.
