Need help selecting a good OC MB

Hey guys I am shopping around for a new motherboard for my set up. I am trying to OC my processor but it keeps topping out at 4ghz when I have seen others get it up to 4.3! Some have mentioned that it is due to my motherboard. Right now I am looking around and have singled out this board as a good one: ASUS M5A99FX PRO R2.0 AM3+ AMD 990FX. Please let me know if I am making the wrong choice or suggest other alternatives. I mainly use this PC for heavy gaming!

This is my current build:

CASE: Corsair Carbide Series Air 540 High Airflow
CPU: AMD FX 6300 Six Core
CPU Cooler: Cooler Master Hyper 212 EVO
RAM: G.SKILL Ripjaws X Series 16GB (2 x 8GB) 240-Pin DDR3 SDRAM 2133 (PC3 17000) Desktop Memory Model F3-2133C11D-16GXL
MOTHERBOARD: ASRock 990FX EXTREME3
GPU: EVGA Geforce GTX 970 4GB GDDR5
HDD: WD Black Desktop 1TB SATA 6.0 GB/s 7200 RPM 3.5-Inch
SSD: Samsung 850 PRO 256GB 2.5-Inch SATA III
PSU: EVGA SuperNOVA 850 G2 80+ GOLD, 850W

Also what kind of problems can I run into when switching out my motherboard? Is my OS affected? I am running Windows 10

for low budget :
i5 4460 with asrock H97M-PRO4
medium budget :
i5 4690K with ASRock Fatal1ty Z97X Killer
high budget :
i7 4790K with the ASRock Fatal1ty Z97X Killer OR the new skylake cpu I5 6600K with asus z170 pro gaming

Yea I was told that before which is one reason I want to overclock it more. Why is it that it bottlenecks? I used to have a FX 4300 I thought this would be a good upgrade :(. Which processor would you recommend instead? If I am buying a new mobo would you recommend getting an intel instead?

I think I might go with the skylake cpu I5 6600K with asus z170 pro gaming so I can get some DDR4 RAM. Would that pretty much get rid of the bottleneck and be good for getting a second GPU to SLI?
 
just take note of DDR4 are slower then the DDR3 actually ...but the skylake cpu are a lot faster then haswell refresh

i know is a bit complicated , i learn like you by follow news and by reading on forum
keep tune and be sure before buying
but my suggestions are good at my best knowledges

Whoa! Can you explain that a bit more? So your'e saying G.SKILL 16GB (2 x 8GB) TridentZ Series DDR4 PC4-27200 3400 MHz will actually be slower than my Ripjaws? Why is that?

because of the cas latency is high on ddr4 ram go up to 16

in ddr3 the cas latency is much lower ..like 9 or 10

the latency is the speed or time need to communicated the data
more the latency is lower more faster is
