You can run up to a GTX750Ti low profile (65W). It's the fastest card that is powered by the PCIe slot (75W) alone. Even with 32bit OS you should have 5-6GB ram installed with a 2GB GPU. FWIW If you install a GPU that wont do what you want, then you'll end up buying again. I'm not sure the 64bit 730 DDR5 can actually use 2GB RAM. The 2GB DDR3-730 is 128 bit. The GT 740 is 128bit, 2GB DDR5 it looks like a better spec. You're correct in getting DDR5 though. The GT730 is a "budget" card, the GTX750Ti is a "budget gaming" card.
Crucial.com lists RAM capacity as 16GB. Q9550-Q9650 are popular CPUs for these. Some 3xxx Xeons work also.
