AMD R9 290 Crossfire Issues

I have 2 reference designed R9 290s in my rig (4790k, 32gb ram, Asus WS board). Since I updated to the 15.x drivers for the cards, I been having issues with crossfire. When the machine starts up, both cards are on whereas only 1 used to be on. The fix is to disable and re-enable crossfire, then it works properly until restarted. I have 16.1 now, and still the same issues. Any ideas?
 
Solution
Hmm probably AMD break the support for crossfire in the new drivers. Better for you to chime into AMD official forum and make bug report about it. Your only way to make work for now probably by using the older driver.

What do you mean On? running at full clock or what?

Sorry for the confusion. When I said "on", I meant that it is running at the same clock as the primary card and the fan is on. When I do simple tasks, the secondary card is off and its fan is disabled. Renz496 got my situation down. Just so I'm on the same page, what is ULPS?
