Windows 10 is throttling my gigabit internet from 1000/1000 Mbps speeds, to 89.00/9.00 Mbps!

I have gigabit internet through Google Fiber, and I recently noticed some audio streaming started clipping and breaking up so I ran a speedtest on my laptop (MSI GS70), connected to my home LAN with a wired connection, gigabit network adapter.

No matter how fast the speedtest starts it quickly and uniformly slows to 89.00 Mbps down and 9.0 Mbps upload.

My other PC's test in the 900's, so I know something is wrong..

To test this equipment, I booted into Mint Linux, installed on the same MSI laptop under a different partition. So everything being the same other then the OS, I retested and the results were 910.10 Mbps download / 933.00 Mbps upload.

So something is wrong in my Windows 10. but I can't find out what it could be! I have Malwarebytes, and Avast, and both say it's fine. I have tested over several days, at different times, and still the same it's like its being dialed down to exactly 89.00/9.00 Mbps! Please help!
