Which component should I ugprade first, the processor or graphics card?

Hey,
I am brand new here but have a question about my current system setup. My question whether or not I should focus on upgrading the processor or graphics card. I try and play some games (Civ 5 for one and Star Trek for another) but those run not as well as I would like. My goal is to be able to play games like NBA2k16 with ease rather than stutter. And that includes being able to stream videos on sites like Crunchyroll in 1080p. I have an nvidia 850M on my laptop and that can pretty much run anything I throw at it so I am looking for something with similar or more performance. My setup is below. Let me know what you think. Processor: i5-650@3.20 ghz
Motherboard: GA-H55M-USB3
Graphics Card: Radeon HD 5450
Ram: 16GB
OS: Windows 10

For a little more you could invest in an r7 360 from AMD or a GTX 750 ti from Nvidia. Both have about the same performance. The GTX card produces a little less heat. R7 card performs a little better. Decision is up to you. Here is a video comparing them.

Budget for a graphics card would be about around $75 to $100 bucks. I can raise it but just need to know where to point myself I guess.

Great solutions. I saw the video and looked at both cards and they are top notch. As long as there are no other bottlenecks with my current components, I will go with AMD on this one. Thanks again.
