tl;dr
My power Supply is not working in my Inspiron 3847.
Power Supply Specs:
Rosewill Green Series
Ac Input 100v-240V
Total Power: 430W

Full Story:
I found an Inspiron on sale and its specs were all better than my current PC apart from the Video Card. My previous pc was a homebrew that I had upgraded a few times and eventually purchased a Geforce gtx 650ti and the above mentioned power supply to run it.

After I purchased the Inspiron 3847, I realized the psu that came with the system didn't have a PCI express power connector, so I attached my old psu to the inspiron and I couldn't get it to run. The only thing that would happen is I would get a solid amber light and the fans would go off like crazy. I disconnected power from everything but the motherboard and it still had the problem. Also, the pc runs just fine with the psu it came with, I just d/c'ed the video card and are running the integrated graphics.

Should the new pc be able to use the psu that is required to run the Gpu?
or will I need to get a new psu?

I connected the psu to five places. The 24 pin slot on the motherboard. The 4 pin slot on the motherboard. The 4 pin slot on the gpu. I connected power to the HD and the cd drive. I also d/c'ed these apart from the ones connected to the mother board and took out the gpu to see if that would work and I still had the same issue.

The psu has a 4 pin that is be used in conjunction with the 20 pin for atx24pin sockets.

take a look at the dell and the new power supply next to each other make sure all the wires are in the same place. some vendor to make you buy there parts switch one or two wires so you cant use a 3 party power supply. the other issue could be the replacment power supply is not a true 430w unit and with the gpu it cant output the right voltage.

Solved!

I had a power supply around that I had forgotten that I had and plugged that in and everything worked just fine. The power supply I was trying to get to work still worked without any problem in my old computer. For some reason, this new pc and the psu just didnt like each other.
