I just recently had to have my motherboard replaced in a HP all in one 20 inch desktop computer--repair man said to save me money he could install a new laptop motherboard which he did and the computer has not worked properly every since and now the on off switch on the computer will not work at all--so now I can not even turn my computer on--does the motherboard control the on and of switch on the computer

The power button actually triggers the motherboard to start up. It sounds like whoever repaired your computer kind of frankensteined it. Chances are one of the cables was either pulled too tight or kinked when the system was put back together. Sadly it will have to be most likely taken for repair although it might be time to replace it.
