Game H.o.t.s. stutter , fps issues regardless of components

Hi, so I play heroes of the storm, which other people dont have issues with as they say, and its out of tech beta or anything so, I have problems with fps, it stutters like its tearing but not tearing in lines, mostly after minion spawn, I didnt find anything unusual on the afterburner monitor software, it happens regardless of in game settings, out of game settings/nvidia settings, regardless of components which are far more copable of running it, regardless of anything really, temp, formatted many times, antivirus, background processes, you name it. I am asking for this issue for more than a year now. No one has ever found the cause.

What hardware are you using for this game?

PS: Try doing this, Battle net launcher > Game Settings > Hero of the Storm > 32 Bit client. There seems to be issues going on for everyone for years. Try the 32 Bit Version

it will not work, also it is pointless to name my hardware since it is supposed to run at extreme, yet cant shut down the stutter even at lowest.

Also there's been countless of threads on the internet which has documented this issue as quite frankly the way the game is graphically made is broken for the hardware you use classic example:

Someone using a titan x and they barely get 30fps and someone using a HD 6950 getting 60+ FPS on highest settings.

No need to be cynical on a thread asking for help

Also have you even tried this fix before denying it's worked??

It appears to just be this game as if you google it there's many people complaining about the issues with the game and FPS

Monitor your usage and see if there are spikes in CPU and GPU usage.

If not, then it is most likely a problem with the game's servers and/or files. Reinstall it to see if that will fix the problem.

it happens regardless of installation changes.
using afterburner the cpu8 is working way more and at its peak while the other cpus not that much, they stay below 10%
cores or whatever they are called.

If that is the case then there is nothing you can do about it since it is most likely a server related issue that you can just hope will be fixed in the next update.

You're acting as if this issue is locally to your only PC when there is literally dozens of articles/forums/complaints made to blizzard about this game and when options that have worked for offer people have worked you throw it back in our faces.

Quite frankly I don't think you wanted a solution if it required work/thinking and saying it doesn't matter because of my hardware shows you didn't want the help you just wanted a quick fix when there isn't one

There are several things you can try which I can list however it's as simple as this. The game is broken and badly coded and unless you find some miracle fix on a whim by attempting everything it's likely your fps will me 20 and lower

you make assumptions way too fast,
the game runs smooth on try mode, not on any mode however that uses internet, or ping, try mode runs at 0ms while the online one runs at 60 however they said its not an internet problem so that leads to non logical leads, and how am I supposed to really post in this forum if I do not want help, the main reason why people post in forums is for that, regardless of fixes or quickfixes, I spent way too much time for that, and always tell that I did all that for people to not reply with the same fixes, as this is really eating up time for both sides, and to think of another way, there is no way that there is nothing we can do, or nothing they cannot do for that, there has to be some problem for me to not be able to run the game properly and it has to either be hardware, software, or optimization which they claim is good. My pc is within the specs to play the game at extreme, so I attempted all possible and given fixes for this, however none was helpful.
For someone who buys e product that has a condition for comparability which matches theirs, it is only logical to demand help from the company that ships it, however they claim it is not their fault, blizzard is known for being one of the best companies for online gaming however this issue is somewhat , beyond my reach to solve. That is why I come to tech forums and eliminate all possible causes, either hardware or software. I think I listed what I have done so far and Linked the other forums with this one so there is a connection of information, and update in a real time.
