Need advice on upgrading my Graphics card

Hello there! I don't have knowledge on how to find the right graphics card that is suitable for my desktop.

Here are my specs.

Intel® i7-4790 Processor
8GB RAM
Nvidia Geforce GT 720 2GB
280 W PSU
Motherboard : Intel H81 DDR3 2DIMM

I am looking for a graphics card that can atleast play The Witcher 3 and Rise of the Tomb Raider in a normal to high settings.

If you are willing to upgrade your PSU (EVGA Supernova G2 500-750W) then I would recommend a GTX 970-980ti. Whatever fits your budget. Might we have a budget to better help you?

You probably want the GTX 960 (preferably GTX 970) as a minimum (or AMD equivalent). That would need a new PSU (XFX, EVGA GS, or EVGA SuperNova G2 550W would be fine).
