Screen stutters on newly built Windows 10 PC

I have this annoying issue where the bottom half of my screen will flash another portion of the screen

It only does it while im playing a youtube video doesnt matter if its full screen or not and it also does it on games such as CS:GO and League of Legends.
I recently built my dad a pc with about the same specs and it does it for him too.

MY PC:
GTX 960
G3258
4x2gb ddr3 1600
msi z97 g3
ssd

Dads PC:
GTX 950
G3258
4x2gb ddr3 1600
Asus B85M-G R2.0
ssd

I used Media Creation Tool (From Microsoft) to download OS for both could it be a update for windows that is needed? or is there a way around updating Windows in the mean time that i dont have a product key.
 
Solution
This seems like a graphics card/driver problem.

Update your drivers to the latest first. If they're already at the latest, reinstall them.

If the problem still exists, try reinstalling your video codec.

The next step would be to change input and output ports if there are multiple ones and the cable that connects the system to your monitor.

If that didn't work either, try swapping out the graphics card for another one.

yes all drivers are up to date ill try integrated graphics

Follow this guide here and see if that will fix the BSOD problems, and hopefully the whole problem itself.

i guess that was a seperate error i fixed that one just now it was because i overclocked my cpu

ok so i thought that when i downloaded the nvidia program it would download the drivers for it.
I had to manually download the latest driver from the nvidia website thank you!
