Screen stutters on newly built Windows 10 PC

and if changing drivers doesn't work, see if it still does it if you use integrated graphics.

Then see if it still does it on a good OS, like windows 7.

If it blue-screens, then look for the dump files in c:\windows\minidumps and post it here.

Follow this guide here and see if that will fix the BSOD problems, and hopefully the whole problem itself.

This seems like a graphics card/driver problem.

Update your drivers to the latest first. If they're already at the latest, reinstall them.

If the problem still exists, try reinstalling your video codec.

The next step would be to change input and output ports if there are multiple ones and the cable that connects the system to your monitor.

If that didn't work either, try swapping out the graphics card for another one.
