4GB of RAm Reserved for HArdware out 8GB/ Windows 10 64 bit

I just built a rig for my brother. I told him what he would need and had him order it. We used a few new and used parts. I got everything put together and installed windows 10 and after I installed Steam for him I noticed that it was only using 4 of the 8 GB I installed. It says in the Task. Manager that the other 4 GB is reserved for hardware. Before anyone says my RAM is bad that is not the case. I have tried several different sticks from my own personal computer. This leads me to believe that the fault lies in the motherboard. The bios only shows 4 GB of Ram but shows both sticks. Oh and please don't ask me if I am running 32 bit Windows. I have seen several forums on this topic with no real solutions.

It's actually not underpowered. It's a 95 watt cpu and a 65 watt GPU. Even factoring in all the other little bells and whistles it will be fine. As I said it's my brothers rig and he is a teenager with a fixed income and will replace it when he actually has the need for more power. And in with all due respect it's not a power issue. The RAM is dedicated to something else in the rig.

What about the DRAM - the model #s? Is it all out of a single package? or mixed? when a rig is underpowered or the DRAM doesn't want to play together it will often show as hardware reserved. For that CPU and GPU, I'd want at least a decent 400 or strong 350 (as would most any builder I know :) ), I would use a prebuilts PSU

No it's not from a different package. As far as the numbers I will have to get them later. I am actually using the rig as we speak and don't have the time to pull them out. In the process of doing laundry and trying to fix this dang thing at the same time. But it's not just the Ram that's in it. I tried My PNY and Corsair from My rig and some Kingston RAM I pulled from an HP I acquired for parts. So in all honesty I doubt it's a compatibility issue. Once I mark off the things on my list that I think it could be I will check into that but seeing as how I had the same problem no matter which I used. And as far as the PSU issue I doubt that is the case as well but if I strike out with everything else I may try one of my PSU's on it and see if that changes anything. And if you think your trying to take a jab at someone, keep in mind that this is a 14 year old kid's pc and he acquired the parts he could afford and a new PSU wasn't in his budget and in all honesty that PSU meets the manufacturers requirements.

Thanks to everyone who attempted to answer this problem and I hope it works out for my little brother but I am going to justhang it up for a while until it actually causes any problems. I just installed the Witcher 3 for him and gave it a test run and it runs on ultra with everything turned all the way up even Nvidia hair works and everything in Post Process as well (I turned motion blur off. I just hate using it and always turn it off.) I think he will be happy with it for now.
