Help choosing a PSU for stable system + CPU overclock!

Hello! I am currently planning on buying a new PSU for my PC, and its specs are:

AMD FX-8320 3.5Ghz CPU
Gigabyte 970A-D3P Motherboard
R9 290X Tri-X 4GB VRAM DDR5
(2x4) G.Skill Sniper 4GB DDR3 RAM
Thermaltake Smart 650W PSU

I am aware that my PC's (especially my GPU's) power requirements are just BARELY supported by this PSU, but it just started being an issue lately when it has been presenting problems to feed my GPU its required power.

I am planning on overclocking my CPU since it bottlenecks a bunch my GPU, but I can't do it in this PSU. I am looking for a 750W PSU ideally, but the price for it where I live is kinda salty, while 700W PSUs are in a much more comfortable value for my wallet.

I could spend a little more on a 750W PSU, but I have to know if I absolutely have to do it in order to get what I want, which is a more stable system, and also overclock my CPU.
My go-to choice for 700W PSU is the Be Quiet! Pure Power L8 700W, because of its price (around 430,00 BRL).

I agree with Blackbird. If you can afford one Supernova G2 (650W), that would be an excellent option. There are some other tier 1 quality PSUs and price will deppend on every country. Talking about my experience, the G2 was the best price / quality no doubt. It also comes in an excellent box with full modular cables and so on.

Unfortunately a Supernova G2 is way out of my budget here in Brazil. Also Seasonic and XFX PSU's are absurdly expensive, so those brands are a no-no.
Focusing on a Gold certified PSU, I have found a couple of options like the CS650M and the Thermaltake 650W Evoblue 2.0

Just as I was searching, I found a Be Quiet! Straight Power 10 700W Gold 80+ which has a great score over at Jonny Guru for a great price, what about that?

EDIT: Unfortunately, Blackbird, that one is more than my wallet can give. ):
