Lights flash, fans turn on, no boot.

Hello, I would like some help with this issue. I haven't finished building this PC yet but I can't get it to do anything so I'm not sure where to go here.
Hi, I'm building a new PC and I need some help here.

Specs
CPU: i7 4790
Motherboard: ASRock H97M Pro4
PSU: EVGA 550 GS

Problem
I can't get it to do anything, and I don't have a speaker so I'm not sure if it posts. When I press the power button or short the pins, all of the fans turn on, and the light on the case indicating the PC is on (it's a Fractal Design Define Mini) flashes for an instant and then turns off. The fans remain on until I press the power button again. I plugged the DVI output into a 2560x1440 monitor, and when I turn the computer on, the monitor wakes up and says "no dvi input", but it's at least recognizing something. This is the motherboard DVI output, not the graphics card. I have a GTX 950 that I plan to install but I haven't yet. Something that might be useful: when I took the heatsink off but left the fan connected, the fan ramped up in speed after a few seconds, because the CPU heated up (don't worry I turned it off before things got too hot)

What I've tried
1. Running with just one stick of memory in various slots
2. Disconnecting as much stuff from the motherboard as possible and trying to boot
3. Reseating the CPU and heatsink. I don't think I got paste on anything else (even though I definitely used way too much) and it doesn't look like any pins are bent, though I initially thought I bent all of them, but it's supposed to look like that.
4. Supplemental CPU power is definitely in. If I disconnect it while the fans are running, the whole thing shuts off.
5. The 24 pin motherboard connector took a lot of force to go in, though this seems fairly normal.
6. As stupid as it sounds, I cannot breadboard it because I cannot disconnect the SATA cables from the motherboard. They have little mechanisms to hold them in place that are supposed to be released when I press a button, but pressing it as far as possible isn't enough to release it.

4| You can try and wiggle the SATA data cables gently while the locking mechanism is depressed. You might need to go in with a thin plated flat head screw driver and see if you can depress the latch further.
