Got new PSU, weird 24 Pin problem

I just got a Evga 850W Power Supply, I have everything connected properly besides the 24 pin connector. The 24 Pin provided by the PSU is 18 pin + 4 extra connected, but installed separately (2 pieces)

The problem is the 2nd piece (the 4 pin) has a plastic piece on the Top that prevents it from connecting all the way, it ends up resting just above the other piece (images below)

When I start up my PC everyone will load until hit the "Windows" screen and then restart (win 7)
Please help!

Thanks! I got the 24 pin to connect properly! However It keeps rebooting after it tries to load windows, I have the Cd drive hooked up to Sata 1 and the Hard drive is in Sata 2 so im going to switch those up to see if it boots properly. There is no beeping sound or anything suspicious when it reboots so I hope its nothing serious
