R9 280x being severely bottlenecked by FX-6300

My PC has a problem where, for some unknown reason, my CPU will start to bottleneck my GPU. My CPU usage will stay the same (I'm going to use BF4 as an example, because it's the best optimized for my system) while my GPU usage will plummet into the 60s. None of my parts are overheating and I've tested both the latest and previous drivers (including the beta).
I've RMA'd the CPU, tried a 390 out (which is broken, so I didn't get great readings from it), and switched out the motherboard.
My Specs:
Fx-6300 @4.7ghz
Asrock 970m Pro3 motherboard
R9 280X / R9 390 @stock (depends which one I have in)
8gb G.skillz Ripjaws ram @1600mhz
Seasonic S12ii 620w PSU
Hyper 212 Plus

Does this only happen when playing multiplayer on a busy server, or even in single player gaming? Check you CPU usage vs your GPU usage when this happens. Your specs are good for an AM3 build. But the R9-390 might be a bit much for the FX-6300 even @ 4.7 GHz. My FX-6350 (@4.7 GHz) was maxed out with a Evga GTX 960 FTW+.

I don't have my 390 right now (it's in for its second RMA). I'm using my R9 280x. The CPU usage is high and the gpu usage sits in the 60s. For whatever reason, this doesn't start immediately. I can play BF4 multiplayer for a good half hour before it starts (sometimes)

That seems to be a common theme I read here. Is your system pretty clean? Disable as much crap in your tray as possible. Everything starting with Win will steal clock cycles and resources. Might want to run CCleaner too. https://www.piriform.com/ccleaner
But the reason I asked about single player vs multiplayer on a busy server, is because the Piledriver platform seems to be weak in that regard. But even so, your in-game settings will make a difference.

are you using a cooler? that's a high overclock and you didn't list a cooler check your temps, you shuld be getting amazing fps in bf4 considering it uses all 6 of your cores

Edit: never mind didn't see the 212 evo :p

Still check your temps thats a high OC

That's part of my issue. For whatever reason, my CPU usage will go way up and my GPU usage will go way down. That's no always the case. Sometimes both my CPU and GPU usage are at 70%. It's weird. I heard BF4 was optimized to use the multiple cores of the FX series processors. Why am I getting such severe bottlenecking with a 4.7ghz OC?

That is exactly what is supposed to happen. CPU/GPU usage never remains constant in a game. They will fluctuate. I suspect when the server is full of players and action is heavy, your CPU can't keep up. If that happens, the GPU will be waiting for the CPU more often and as a result, its usage will drop.

Is the FX-6300 such a terrible CPU that it would bottleneck a 280x at 4.7ghz. Not to mention, I'm playing on High with AA off

There will be some bottleneck in some games at high settings on busy servers, yes. But let's be sure there isn't some software issues first. Did you do the clean up housekeeping I suggested? (CCleaner) Disable as much stuff running when Windows boots as possible; check your tray for stuff you can disable. Everything in that tray is stealing clock cycles from gaming.

Then check and see if the issue is also present in single player mode. If it is less or non-existent in single player mode, it is likely the bottleneck caused by the extra work the CPU has to do being on a busy server with maxed out number of players.

I disabled a few startup programs and quit out of anything that was taking up CPU usage. This worked for 10minutes on a 64player server. Then, for whatever reason, my CPU started to jump up in usage again. My CPU will jump from 60-80% in seconds while my GPU usage gradually goes down

Low 40s, high 30s on ultra. Those framerates aren't that bad, but for me, if there's a fluctuation in the framerates, it hurts my eyes (going from 60 -50 hurts). I guess I could lock the game at 30fps, but I would've bought a console, then
