Computer Wont Post, NO VGA Signal

Hi, so i've been on with this problem before. The previous question i posted had people pointing to the psu, I got a PSU RMA and still have the same problem. I attempt to turn on my computer, red light at Dram. then goes to CPU, then goes to VGA LED and stays red. when looking at my GPU, the 2 little green LED's are on, then once the VGA LED turns on red one of the green lights turn off and shows only one green LED. GPU fans spinning, mobo seems to be working just fine because all the case fans are on and the cpu cooler is on.

http://pcpartpicker.com/p/d7MDP6 everything was working fine when i did a mobo swap, went from some cheap 50 dollar mobo to the one in the list. then upgraded the cpu cooler to a 212 evo. things were stable so i started to OC my cpu and gpu. HOWEVER, i did not alter the voltage at all.

So this is happening with OC on? In that case reset BIOS/CMOS and try again.

I've done that too. I did2 cmos resets and nothing happened

Well since all fans are on we need to establish if your GPU still works so can you try it in another computer or a different one in yours?

No other gou, first build. I can try to
disassemble an alienware (brother bought it yeeeaarrrs ago) if thats possible.

did it, yes its the gpu, would they know if i overclocked the gpu at all to RMA the product?

and theres a red boot device led instead of the red vga signal. is that something to be concerned of, or is that because i set up a different gpu in there

Not sure about the led but likely the change, they will only find out if the can get the card to run.
