Low fps on CSGO on a new gaming computer?

Hey guys,
I recently got a new computer with the following specs:
AMD A10-7700K @ 3.4GHz, 16.0GB RAM, AMD Radeon R9 390, and Windows 10.

I've been trying to run the game at 1024x768 with literally the lowest settings but the game only manages to run at 120-130fps max in a casual game. From what I read, these specs should be running the game around double or more than the FPS I have.

I tried a numerous amount of possible solutions with none of them actually working. I tried things such as reinstalling drivers (both graphics and audio, because that was also suggested), putting in launch options, system restoring to factory settings, unparking cores, and whatever else I found on Google.

How do I fix this?

FPS is a bell curve. Basically to perceive smoothness beyond 100fps is going to require bionic eyes. As long as you don't drop the fps too sharply that is. If its constant you won't need more amd Thineswar pointed out. Remember though drivers are optimised for 1080p and above so maybe down to poor optimisation at the resolution you are playing at. The 390 especially is more aimed towards 1440p resolutions so its unlikely AMD have bother optimising for the low resolution.

yes, it's connected to the gpu.

go in to console and type in "fps_max 0" (without speech marks). Check out this video https://www.youtube.com/watch?v=UG-nkfzwEiQ. 1024x768 is a bit iffy and does cause quite a bit of fps drops and field of view loss.
