Buying a new PSU ( System freezes a lot)

Hello,
Recently, my computer is freezing a lot, when I am playing games. Today I got a message "System shut down because Power supply surges detected during the previous power on. ASUS Anti-Surge was triggered to protect system from unstable power supply "

CPU: Intel Core i7 2600 @ 3.40GHz Sandy Bridge 32nm Technology
RAM: Corsair 8.00GB DDR3 1600Mhz
MotherBoard: P8Z77-V LX (LGA1155)
GPU: ASUS R9 290 Core clock clocked from 947mhz to 1000mhz ( Arctic Accelero Xtreme IV cooler)
PSU: Chieftec APS-850C Watt

My system is old and problems are to be expected after few years. I'm thinking of changing my PSU to a new one, because of the PSU Surge. I don't need best PSU out there. I read that 650w PSU is enough. I was looking at "Corsair ATX 2.31 VS Series 650W" which is cheap, but some say it is not good quality.
Which PSU would be best for my system? All opinions are welcome!

I was wondering also about Corsair, Sesonic, Antec, Enermax, XFX, because there's not much of trusted sites, where I can order EVGA in my country. :)
Corsair Builder CX750 ATX2.3 80+ gold 750W looks good.
