So pretty much you have changed your motherboard and PSU and still same issue?
I would suggest you to check the processor for any bent pins.
My friend used to have such an issue before and we found it was cause he didn't have proper motherboard standoffs which caused the board to short.
Please go through that Link I have provided above. It seems to cover everything. Will take sometime but should be worth it.

Wireless mouse?
you have mentioned the PC restarts(how do you know it restarts) in 5-6 secs after power on. Do you see anything on the screen between the power on and the restart or does it directly only show No video input.
If you do not see anything on the screen other than No video would suggest you to check the cable. try swapping it with a spare if you have one around.
try removing you graphics card and connect if to the onboard graphics on the motherboard and give it a try.
Not sure if your PC is completing POST but I am assuming it is. if not we are talking about pretty much a long troubleshooting process to isolate the cause of failure.
Do you really mean March 2015 :O

Yes i have this problem since march 2015,its not a wireless mouse, when i press power boutton pc starts up and 5-6 sec later its shutsdown and starts again and keeps running but that is only when I unplug psu cabel and return it,when I start up pc it shows no video input and when it restarts while it is powerd off it says looking for signal.

Could be an issue with the Power supply or the motherboard.
Did you try removing the graphics card and connecting the monitor to the integrated graphics?
you can also trying removing the RAM , Graphics card and boot the system with only CPU + Fan + Power cable. if you are not getting any beeps. first try swapping a working Power supply and check whether there is any change in status. if it starts to generate beeps then its the PSU which needs to be replaced. If there is no beeps even after swapping with a working power supply then it could be an issue with the motherboard or the BIOS itself.
Try one step at a time and let us know.
