Weird HP PSU, will it be enough?

So my colleague bought a pre-built PC.
This is his PSU:

the pc has
an intel Q9500 processor
4gb ddr3 ram,
1 5400rpm hard drive
1 optical drive
1 cooler

This PC will NOT be used for gaming, most intense thing it will be doing is runing photoshop, for small picture editing.

Now he wants to buy a Gigabyte GT 730 2gb 128bit graphics card.

what i gather is it requires about 300-350W BUT i don't trust this PSU

would it be able to run that card safely?

The PSU has two +12V rails, one maxes out at 12A and the other (12VCPU) at 14.5A for a maximum total of 26.5A. That'll provide a maximum of 354W on the 12V rails alone (note that is maximum and not continual). I think it'll do 18A+ just fine.

I should add a disclaimer here: As a PSU ages, it's ability to provide a full load diminishes so if the PSU is over 6 years old, there may be some concern about it's ability to put out a full 18A+ continually. IMO, just something to be aware of.
I honestly would have no problem putting a GT730 to that PSU. I've worked on a few HP PSU's and for the most part, I've found them to be overbuilt. Some of their PSU's are built by Delta which has a reputation as one of the best PSU manufacturers out there. You can check the manufacturer of the PSU by the UL listing number (which is registered to the manufacturer) here http://database.ul.com/cgi-bin/XYV/template/LISEXT/1FRAME/gfilenbr.html to get a very general idea of the PSU's build quality.

i was just unsure, since it states that the card needs 18amps on the 12v rail,
and by what i can tell ( i have only very basic knowledge about psu-s )
it only has 12amps ?
