If I buy a boxed CPU is a stock cooler included?

Which CPUs are oyu looking at? Most do, however some higher end models don't as they are often discarded right away in favour of custom/third party solutions.

It depends on the CPU you are buying. Most CPU's come with stock coolers, but some (very few) top of the line CPU's from AMD and Intel don't.

Most do come with stock coolers in the retail box, but there are some exceptions. The i5 6600k and i7 6700k don't have one. All of the Haswell-E CPUs eg. i7 5820k, 5930k and 5960x don't get one, and on the AMD side the FX 9370 and 9590 don't include one. Most of these CPUs have really high TDPs that the stock coolers can't handle well or at all, so they simply aren't included as its assumed the end user will want aftermarket cooling. The i5 6600k and 6700k would work fine with a stock cooler, but if you're buying an unlocked CPU, it's assumed you're going to be overclocking, which you can't really do with the stock cooler.
