Problem with windows 7 and ram memory

Windows wont boot after installing ram memory,it comes to the windows screen and restar...
i have tried everything updating bios,removing battery...in bios it says 4gb ram but dram frequence is 1333 it should be 1600 and i cant change that its on auto(1600)

ram memory i am trying to use is ddr3 1600(cl11)4gb
mainboard is :h55m-e23(ms-7636)3.0

Looking up your motherboard model it does support DDR3 1066/1333/1600.

I known some people to use ram that is higher mhz than the manual specifies for their mother board, for example dh55hc motherboard can only support 1066 and 1333 mhz, however some people have used 1600mhz ram on dh55hc board and works fine because the board will run the ram at 1333mhz.

Try the ram in another pc to rule out hardware failure of the ram. Also check if you have latest bios, possibly bios update can allow ram configuration in bios.

What model of DRAM - first guess is that it's a newer line of DRAM that uses high density memory chips which aren't compatible with your chipset/mobo. For H55 I normally recommend the NT line of value DRAM from GSkill - still made with low density memory chips

this is a silicon power memory ram and it shsold work fine on my pc...only thing i got left is timing on my last ram it says 9 9 9 24 and the same numbers on my new even if its cl11 the old one is cl9 is that something to work with???
