on the bottom, where the clip should be sealing it tight. Note that above, clip is 'sealed; Middle and Downer are not. It has basically had to be done since the new (side panel) Fan won't stop slapping the Video Card (power) Wires...

All I can understand from this (situation) is that there is Wind Blowing from the (newly) fan in the case which to my knowledge is 'good'(enough). Note there is another exhaust fan in the back, but this is irrelevant. (my) Question is, does the case have to be properly shut (sealed, all the way) in order for it to work 'correctly' (or is the currently described situation -good enough) for the air dynamics to work properly?

Basically Thermaltake Armor+ with BitFenix Spectre PRO Blue LED Fan - 230 x 200 x 30 mm is currently in place, with the original Fan being x20mm broad as opposed to my current one, which is 30mm, and slapping, last I 'tilt' -it (down).

The tilt is about est. 3/5% from total (100% which would be 90°) on the down, back side.
 
Solution
You could run a PC with no case at all, so no, having the case completely closed is not necessary. However it increases the risk of someone dropping something inside.
