R9 280x + R9 280, are the cards' clock speeds supposed to be the same?

Hey guys,

I got a 280 to go along with my 280x (gift from a family member from his old rig) and I got crossfire running fine. I'm using MSI Afterburner and Rivatuner Statistics to monitor FPS, and Gpu1/2 + CPU temps. I've overclocked both cards, and I noticed that the reported core speed for each GPU is different (it's what I've overclocked it to in AMD's Crimson/Catalyst thing).

I've always been under the impression that the higher-clocked card will downclock itself, but this doesn't seem to be the case. Anyone enlighten me?
 
How far is each card out by in Gpu core speed and the Memory clocks in Mhz ?

Ideally both cards should be synced to the exact same gpu clock frequency, and memory frequency.
If they are off set from one card to another.

In theory the faster card would be waiting around for the second at a lower clock speed to catch up.
Or you would think so if the clocks from one card to the other were higher on the gpu and memory by 100Mhz or more.
