What is the best CPU for 200$ to 250$ (Canadian Dollar) (Intel Please)

I'm trying to find good components for a value 1000$ computer build for my friend, Any ideas
for an Intel CPU for about 250$ to 250$ (Canadian Dollar) .

I thought it could be nice for you to have an idea what the build would be like, so I made a very simple part list. Just change it so it works with what your friend needs.

Both will play the most recent games at medium-low quality @ 60fps @ 1080p. If you have more budget, I wouldn't use either of those PSUs, because they aren't very good, in my opinion, but they can do the trick until your friend can change them. I would definitely choose the one I paired with the I5-6400 over the one I paired with the 4460, but I thought showing you 2 different options might be helpful.

An I5-4460 is about 250$ on DirectCanada and Vuugo. If it's for gaming, this Processor will do the trick, and it's quite a good processor for the price.

You could also wait for a sale on an i5-4590, but the difference in performance is minimal.
