I want to record gameplay and edit them, im trying to get to 720p/60fps.

currently a 3gb video takes 15 mins to upload to my editor and an hour to render to mp4 at 720p/30fps.
I cant record games like wow without them being super choppy though.
I assume the issue is the CPU but I would like to have other opinions.

I also plan to use the HDDs and ram from my current build and only really want to replace the hardware below.

Hardware:
ASUS M5A99FX PRO R2.0
Fx-6300
Radeon HD 7870
750w PSU

Software:
OBS multi
Sony movie studio plat (I read they prefer AMD CPUs due to benefiting from more cores rather than core strength.)

Any and all suggestions are appreciated.

If your going to stick with AMD then keep your motherboard also, their no reason to replace it and then you would only need to reset the BIOS after installing the new processor and all your drives would still work without reinstalling the operating system or buying a new one.
Overclock the processor up to the 4.5/4.6 area to get the stink out and you should be all set.
Way under budget you will probably need a new case to support the water cooler if yours will support the H100 the it would work also instead of getting the H110.

Better editing performance but would require reloading the operating system and programs. 6 Intel cores with hyper threading.

You can get the 8350 that will help you more than you think. I bought my son the 8350 so he could do the same thing and he said it helped tremendously. Your board can use 16gb 2133 memory so i would use that. Also you would want a 380 or 390, Hyper 212 evo cooler. stock is not very good. It will make tremendous difference. My son plays wow streams the games and talks on skype at the same time and only uses about 30%cpu. Still has plenty of headroom. Doubt you will be disappointed. By the way he went from a 4100 i think using 90% cpu and now he uses 30% to 40% cpu that much of a difference. he was also experiencing stuttering before.
