Valley Score Normal for 950 SSC?

Hello, I have been told that my GPU was being bottlenecked but just to be sure, I wanna know is this a normal stat for Valley with a 950SSC with an A6-5400k?
I do not think it is normal

Preset:Basic(Not Custom at all)
Average FPS:Around 30ish, 35ish
GPU Max Usage: 51%
CPU Max Usage: 99%

I wouldn't say confirmed, but suspected for good reason, yes. I'd confidently say there is a 95% chance it is a CPU bottleneck. The last 5% is because it's never possible to guarantee these things.

So then it is confirmed that my CPU is holding back my GPU full performance?
