How can I determine if a CPU/GPU bottleneck will occur without building the rig?

So, very simply: while simply having access to information given online, how can I tell if my GPU will be bottlenecked by a CPU?

What do you actually look for in a CPU's statistics? Does cache have a lot to do with it? Is it purely cores/clock?

NOTE: I fully understand how to test a bottleneck in an actual test bench. My question here is how, if I'm purchasing components, can I tell if a bottleneck will occur?

Its more logic then anything. A higher end CPU would be bottlenecked by a lower end GPU. Vice versa. There is no science too it, really. If you bought an old CPU say a 2.8ghz Celeron processor and ran a 980TI, you would have a CPU bottleneck.

A gpu cant bottleneck a CPU, the only bottle neck would be the GPU its self the CPU would not see a performance dip because of a garbo GPU. However a CPU can bottleneck a GPU.
