If you go into a shop to buy a computer, the salesman will ask you how much money you have, then attempt to get you to spend all your money in their shop.
However, I am an engineer, so I start off by asking "what do I want to do?", and then ask "what is the most cost effective way of achieving it?".

My PC is very capable, but cost a lot less than your budget. If you spend more, you will get more performance, but you may not actually use it....
