Hello, I am looking for a new power supply and a graphics card that will fit in an HP Compaq dc7800 Small form factor pc.THe current power supply is 250watts

What will be your use for this PC? Based on a little research it is quite old and likely not worth upgrading. It would likely only be good for web browsing, gaming is likely out of the question except at a bare minimum level.

This is a hardware guide that I found, it shows that there is a PCI Express x16 expansion slot that only supports low profile cards. But I can't find any information on the PSU, I suspect it is a non-standard size. You might be flogging a dead horse here.
