PCI Slot Damaged?

Hello, I have a whole slew of issues but this one is one that I'd like some help with first.

My build:

Windows 7 Home Premium 64 bit
8350fx clocked at 4Ghz
16GB DDR3 1600mhz ram
Gigabyte 970A-DS3P mobo
Gigabyte GTX 970 stock speeds
Solid Gear Neutron 850W PSU

I have been experiencing lower fps in all of my games for a while now, and also a problem where when I launch CSGO specifically, my desktop inverts color, including icons too. As soon as I close the game it reverts to normal and I've swapped out the card to my previous 660 and the same problem occurs on both cards drivers. I've used video driver remover to fully remove my driver and reinstalled the newest driver manually and that didn't fix the problem either. I've reinstalled CSGO and also checked it's cache for validity. I've deleted the video file in the config folder so that it recreates itself the way the game wants it on launch to no avail. I've tried different cords going to my monitor and I also replaced my monitor with a nicer one for a different and unrelated reason (upgraded to 144hz). I replaced my processor only to find out that it wasn't the processors fault like some people suggested on a different forum.

I'm wondering if these fps problems are related to my motherboard or my PSU. I also have times where my computer screen flashes black and makes a new device detected windows sound. It then does this once more and wont do it again until I reboot.

I have no idea how to tell if my PSU is damaged or my motherboard is but the problems don't seem relative to anything. If you guys have any software tests for recommendations I'd appreciate it greatly!
