Building a budget pc (+-600 euro)

Hi everyone,

I'm looking on the internet for the best parts for a new pc for a friend of mine that i want to build.
I've put my own machine together with a sli980 and i7 4930k in early 2015 but i can still use your experience to help me find the best parts for this budget.
I've been thinking about a 850 evo 250gb which costs about 90 euro and a gtx 950 of 180 euro to start with. I'm still looking for all the other parts like an i5 or maybe i7 cpu and a minimum of 400 watt psu/cpu cooler/motherboard/8gb ram, things like an hdd/dvd writer/fans/thermal paste/case/OS/virusscanner is not a problem so i won't need help with that.
I just want to say i want it all to have some of the latest ports and connections like a LGA 2011 motherboard and directx12 from the 900 series. But ddr4 would not be budget so i don't think that's necessary.

I'm just thinking about running it on 1080p with a minimum of 60fps, playing games like cod, battlefield.

If you guys can help me don't hesitate please.

In 2 years, upgrade CPU to i5 (before skylake becomes obsolete) and upgrade the GPU to whatever replaces the GTX960, and you will have a powerful gaming machine that will last until 2022
Alternatively, suggest to your friend that they increase their budget to E800, and get an i5 and gtx960 now - it is by far the best value for money.
