Recently brought an i7 860 off of ebay and it was listed as fantastic condition... When once I got it... I installed it with my stock cooler... and applied MX-4. My temps were 60 idle... and 58 or so in the BIOS.(h57m Gigabyte)... I then went on to buy an after market cooler called the Xigmatek apache 3... along with some Arctic Clean. After all the my temps in BIOS was around 39 stable... but once booted it would hover around 50-55... Currently 60 idle... Is this normal?... for used CPUs... I have had a i3... but I didn't really look at the temps.

That's pretty good temps for that cooler. That cooler isn't very good either. It would probably explain why your temps are somewhat high.
