Capacitor is showing power, but desktop wont power on.

Hello everyone, my name is Rielar and I'm 21, I have an amazing custom computer I built in 2014. My specs are as follows:
- Processor: Intel iCore 7 3770k (around 4.1)
- Motherboard: Asus z77 Sabertooth
- Ram: 16 (two 8 sticks) gigs Ares gskills clocked at 2200MHz
- PSU: Thermaltake 600 Watts
- Case: Antec nine hundred Two
One day I was doing a routine maintenance on the fans and power supply. I took the computer apart cleaned out all of the dust and put the computer back together. Now the desktop is not turning on. I checked the power output on the motherboard with a digital multimeter and I am getting a clear reading of power, also, the capacitor is glowing green which is an indication that It's receiving power.I also checked the Restart, Power and LED switches and they are all reading power. Maybe it is the Processor? or perhaps the case? I'm not sure, Please help!

I tried reconnecting everything several times, and I even compared the connections to the original manual and everythign seems to be fine.
