CPU lowers clock speeds when high temperatures and fan not spinning top speed

Specs:
asus m5a78l-m/usb3 motherboard
AMD FX-8320 CPU unleashing mode enabled @ 4.1 ghz stock cooler
evga supernova 750 watt psu

cpu idle: 50°C, fan at 4,000rpm
Under load: ~75°C, lowers clock speed to 1.4ghz, and fans occasionally spin up to 5,000-6,000 rpm.
I have speedfan set to 100%, quiet 'n' cool off. and Q-FAN set to run at 100% when it is lower than 30°C and to run at 100% when it is above 30°C

How can I make the cpu stay at it's set speed and how can I make the fan spin at top speeds?
