Can DVD writers/readers read Blu ray discs?

Can they? if no, how come that PC games, like GTA V, get put on DVDs
The game is 63 GBs .. and DVD Discs have 4.7 GB of capacity .. so, how come that it's put only on 3-4 DVDs?

dual layer discs usually. they hold 2x as much. and the packages are very highly compressed. that's why they need to "install". otherwise you'd just be copy & pasting the game from disc to system.
i really don't see many PC games available on disc anymore though. maybe 2 out of my last 30 purchases were actually on disc and those were special editions with extra.

if your component is a Blu-Ray reader than it can read Blu-Rays. those can also handle DVD & CD, not the other way around.
