The coolermaster Hyper-212 evo seems to get passed around on every forum I've seen. If it fits in your case, my guess is that's a safe bet.
If it doesn't I'd also recommend the coolermaster Hyper T4 (It's what I bought since a 212 evo wouldn't fit in my case)

As for getting an overclock of 4.5GHz, I hope you realize that is dependent on more than just adequate cooling. (Cooling is important though)
Either way, it's a good idea to visit some other forums as well and see what air coolers people recommend for overclocking, even if the person who posted the question or thread does not have a CPU identical to yours)

Hope this helps!

I also recommend the Hyper 212 EVO for your posted budget. It is the very best budget after market cooler available. Now if you can budget a bit more I highly recommend the NH-D14. It is a large cooler (160mm in height) but if it will fit in your case it will give you the very best performance bang for your buck. The NH-D14 holds its own against water cooling solutions that are much more expensive, and with the NH-D14 you can truly max out your overclock. You can check out the Hyper 212 EVO here:

And the monster NH-D14 here:

Update: Just saw you posted your system specs- your system is compatible with either of these coolers, they will both fit.

Thanks for answering
I read your posted and some other reviews about the Cryorig H7, it looks really solid for the price (only €40 here)
Do you think I will be able to get a good overclock out of it?

EDIT: The Cryorig H5 Universal seems to be a good cooler as well, although I can't find good comparisions between the H5 and H7.
Anyone who has experience with these coolers and how they perform?

The H5 really has impressive performance. I've been using the Hyper 212 EVO in all my budget minded builds (that will be overclocked) for years, but I think I may have a new "go to" cooler for those builds.

Thanks everybody for your answers.

I'll go with the Cryorig H7 as suggested, solid cooler overall.
Could have gone for the H5 as it's slightly better in some tests, but the H7 is black which fits my case, while the H5 is white
